Over course of a career and thousands of kilometres, I’ve reveled in plenty of fresh air and rigorous exercise doing risk assessments of human–bear interactions for Parks Canada, B.C. Parks, and U.S. Parks. The fieldwork formed the basis of recommendations for human–bear management that others and I have provided to help reduce risks for people recreating and bears using protected areas.
Sometimes collaboratively with other bear experts and sometimes independently, I did this work along wilderness trails and routes, and at primitive campsites located along them; and at primitive campsites scattered along wild rivers including
- the Alsek and Tatshenshini Rivers in Kluane National Park and Reserve, Yukon; Tatshenshini–Alsek Park, B.C.; and Glacier Bay National Park and Preserve, Alaska
- the Cottonwood Trail, Slims West Trail, Slims East Route, Donjek Route, and Mush and Bates Lakes Route in Kluane National Park and Reserve
- the Chilkoot Trail through the Klondike Gold Rush National Historic Park, Alaska and Chilkoot Trail National Historic Site, B.C.
- the southern park entrance area of Babine River Corridor Provincial Park
- a canoe route through Swan Lake Provincial Park, B.C.
I’ve also done risk assessments and made recommendations for human–bear management for communities, but I’ll save that topic for later. Borrowing a friend’s favorite saying, “it’s the same only different.” Unfortunately, I don’t know who should get credit for that quote.
Goals for Human–Bear Management
The overarching goals for human–bear management in recreation areas are to reduce risks for people (e.g., campers, hikers, canoeists, whitewater rafters and kayakers) and grizzly bears, black bears or both species. Perhaps surprising to some, a more peaceful coexistence with bears is indeed possible provided individuals and appropriate levels of government share responsibility for their parts in problem solving.
Individuals can do a lot to reduce risk for themselves and other people and bears by
- taking a bear awareness and safety course to learn about bear ecology and behaviour, knowing how to avoid encounters with bears, and knowing how to respond when encounters with bears occur
- taking action to apply their bear awareness and safety knowledge
- working with others to build support and capacity to address risks for people and bears.

Government agencies can provide support by addressing some of the factors that influence risks for people and bears that individuals cannot address or (in some cases) cannot address as efficiently or as effectively.
Some key human-bear management strategies include
- risk assessments at campsites and along trails
- support to ensure that human foods and other attractants are properly secured so that bears cannot gain access to them
- education opportunities and other information resources to help people prevent negative interactions with bears
- monitoring and response to prevent and address bear incidents
- management of human use so that it is more predictable to bears
- management of human use to avoid the habitats that are most important to bears, for example, by permanently or seasonally closing areas with high bear-related hazard
- management of vegetation to reduce the amount of foods available to bears by removing food plants so that bears are not attracted to areas used by people; and by removing brush to increase visibility so that is easier for bears and people to detect each other, and to discourage bears from using areas used by people.
Various government agencies can also provide expertise and advice, support problem-solving processes, and help to build capacity for people address some risk factors.
Evolving Research and Management
I started doing this work with my mentor Grant MacHutchon. For our risk assessments, we adapted and expanded on original work done by bear biologists Stephen Herrero and Wayne McCrory. For our recommendations for human–bear management, we adapted and expanded on work completed by others for national and provincial parks in Canada and National Parks in U.S. Understanding the situation and context for each area is important, from ecological, land use, and management perspectives, to finding ways to make people safer and to conserve bears.

In 2002, Grant and I published two scientific papers Assessing Risk of Bear–Human Interaction at River Campsites and Reducing Bear–Human Conflict Through River Recreation Management focusing on work that we did on the Alsek River and Tatshenshini River, Yukon, and that Grant did on the Firth River, Yukon and Babine River, B.C.
In Reducing Bear–Human Conflict Through River Recreation Management, we concluded:
“Our suggested management strategies support both sides of agencies’ mandates by protecting bears and other wildlife while providing a quality wilderness experience for people. People will have opportunities to view bears in their natural environments, but with reduced risk of negative bear–human interactions. Reductions in human impact on bears also will be important in controlling incremental cumulative effects and be of conservation benefit to bears. We hypothesize that most people will grudgingly accept some short-term expense and restrictions on their freedom if they understand that measures are intended to ensure their safety, maintain ecological integrity of rivers, and protect bears. If river recreation is not managed appropriately, human impact will degrade the wilderness being sought by visitors.”
